UK Sponsor Licence Application: Requirements and Process

A UK sponsor licence application is the employer-side gateway to most sponsored work routes. The licence does not give a worker immigration permission by itself, and sponsorship does not guarantee a visa. Instead, it allows an approved organisation to use the sponsorship system, assign Certificates of Sponsorship where permitted, and take on continuing compliance duties to UK Visas and Immigration (UKVI).

For employers, the application is therefore less about filling in a form and more about proving that the organisation is genuine, lawfully operating in the UK, capable of offering eligible roles and able to manage sponsored workers responsibly.

Who can apply for a UK sponsor licence?

An organisation will normally need to show that it is genuine and operating or trading lawfully in the UK. It must also meet the suitability requirements in the sponsor guidance. UKVI can consider the organisation’s history, the people involved in running it and its proposed key personnel. Unspent convictions for relevant immigration offences or certain other offences can prevent an application from succeeding.

Another core sponsor licence requirement is practical capability. An employer sponsorship licence brings reporting, record-keeping and monitoring responsibilities. UKVI must be satisfied that the organisation has appropriate HR systems or other processes to track sponsored workers, maintain required records and report relevant changes.

The job itself also matters. A sponsor licence is not permission to sponsor any vacancy. Employers must apply for the appropriate route and, when they later sponsor a worker, the role must meet that route’s requirements. Choose the correct licence routes

The online application asks which Worker or Temporary Worker routes the organisation wants on its licence. For many businesses recruiting skilled employees, Skilled Worker is the main route, but other routes have different purposes and evidence requirements. The form also asks for an estimate of the number of Certificates of Sponsorship the organisation may need, so employers should base that figure on a credible recruitment plan.

Appoint the right key personnel

A sponsor licence application must identify key personnel. The Authorising Officer is the senior person responsible for the organisation’s sponsorship activity and duties. The Key Contact is the main point of contact with UKVI. At least one Level 1 User is needed to carry out day-to-day work in the sponsor management system, commonly called the SMS.

The same eligible person can fill more than one role, but each appointment must satisfy Home Office rules. Key personnel are normally required to be based in the UK and meet suitability requirements. An eligible Authorising Officer and Level 1 User must remain in place throughout the licence.

Prepare the supporting documents before submitting

Most organisations need to provide a minimum of four supporting documents or combinations of documents, although the exact requirement depends on the type of organisation and the routes requested. Some regulated bodies and certain public organisations have different rules. Skilled Worker applicants will normally also need to provide information about the organisation and the jobs they intend to fill.

Appendix A to the sponsor guidance should be checked against the organisation’s exact circumstances. Evidence can cover lawful registration, trading presence, regulation, business banking, tax registration or other operating records. Mandatory documents for the organisation or route take priority over optional evidence.

Once the online application is submitted, the signed submission sheet and required supporting material must generally be sent within five working days. Missing mandatory evidence can make the application invalid. If UKVI requests further information, employers should respond within the stated deadline and ensure the Authorising Officer and Key Contact monitor their email.

How the sponsor licence application process works

Complete the online form and pay the fee

The organisation applies online and pays the sponsor licence fee itself. As of October 2026, a Worker sponsor licence costs £611 for a small or charitable sponsor and £1,682 for a medium or large sponsor. Temporary Worker licensing is £611. Employers should confirm which size category applies before paying.

Send the submission sheet and evidence

After submission, the Authorising Officer signs the declaration and the organisation sends the required evidence as directed on the submission sheet. Certified translations are required for relevant documents not in English or Welsh.

Be ready for UKVI checks

UKVI may verify documents, make checks with other government bodies or conduct a compliance check before deciding the application. This can involve an onsite visit or a digital check to test whether the business is genuine, the proposed roles are credible and the employer has workable compliance systems.

For example, a small software company may want to sponsor two developers. If it cannot explain its recruitment process, track absences or show how salary commitments fit its finances, UKVI may question whether it can meet its duties. A stronger approach is to document recruitment, right-to-work checking, absence monitoring, contact details, role changes and responsibility for SMS reporting before applying.

How long does a sponsor licence application take?

GOV.UK states that most applications are dealt with in less than eight weeks, although additional checks can extend the process. Eligible applicants may be able to use the pre-licence priority service for an additional £750, with consideration targeted within 10 working days. Priority consideration does not guarantee approval.

What happens after approval?

A successful sponsor will normally receive an A-rated licence and can use the SMS to carry out permitted sponsorship functions. Approval is the start of ongoing compliance. Sponsors must keep required records, monitor sponsored workers, report specified changes and maintain suitable key personnel and systems.

The old general requirement to renew a sponsor licence every four years was removed on 6 April 2024. Most licences now remain valid indefinitely while the sponsor continues to meet the requirements, unless the licence is surrendered or revoked. UK Expansion Worker and Scale-up sponsor licences are exceptions and are generally limited to four years.
